| dc.description.abstract | The growing dependence of organizations on information technology has placed the governance
of IT at the centre of strategic concerns. The COBIT 2019 framework, published by
ISACA, has become a leading reference for designing and evaluating IT governance systems.
However, its official Design Toolkit is distributed as a Microsoft Excel workbook, which limits
its use in collaborative, iterative, and auditable governance exercises. This thesis presents
CoBiMap, a web platform that addresses this gap.
CoBiMap is built on a three-tier architecture: a React and TypeScript single-page application,
a Django REST backend, and a PostgreSQL database, complemented by a FastAPI
microservice that supports an AI-assisted extraction of assessments from process diagrams.
The platform offers a guided ten-step Governance Design Wizard, an activity-level Maturity
Assessment module aligned with the Process Capability Model of COBIT 2019, a Gap Analysis
module, a complete COBIT reference catalogue, and an administration layer with bulk
import features.
The defining contribution of the work is the faithful implementation of the COBIT 2019
Design Toolkit algorithm in Python. The implementation reproduces the correction factors,
the cascade computation through enterprise and alignment goals, and the sign-preserving
normalization step. Its correctness is established through an automated parity test that
confirms cell-by-cell numerical agreement with the official ISACA Excel workbook on all
forty COBIT objectives.
The platform demonstrates that a web implementation of a governance framework can
preserve full mathematical fidelity to its normative reference while substantially improving
accessibility, collaboration, and auditability. The architectural pattern adopted in CoBiMap
is general and may extend to the digitization of other prescriptive frameworks such as ITIL
or ISO/IEC 27001.***
| en_US |
