This research addresses a structural market failure in the Algerian used-car sector: the combination of information asymmetry between sellers and buyers, formalized by Akerlof’s adverse selection model, and the geographical constraints of a territory spanning nearly 2.4 million km² across fifty-eight wilayas, which together make remote vehicle verification costly, unreliable, and often impossible. While online classified platforms have nationalized vehicle search, no structured inspection service bridges the gap between vehicle discovery and trusted remote purchase. The work proceeds in two stages. The first establishes the theoretical foundations of the domain: the economics of used-car markets and their structural dysfunctions, the fundamentals of pre-purchase vehicle inspection (its objectives, typology, report structure, and defect grading systems), the human actors involved and the triangular trust they require, and the digitalization of inspection services including the role of large language models and conversational AI in enhancing platform accessibility. The second stage conducts a systematic critical review of existing solutions across three categories: classified advertisement platforms such as Ouedkniss and Facebook Marketplace, international pre-purchase inspection services such as Trustoo, Lemon Squad, CARCHEX, ClickMechanic, RAC, DEKRA, and SGS, and vehicle history verification services such as Carfax and carVertical. The comparative analysis identifies seven convergent structural gaps that no existing solution addresses in the Algerian context: absence of a structured remote inspection service, lack of local expert networks, geographical constraints across wilayas, absence of inspection standardization, inapplicability of documentary history systems, insufficient contextual adaptation, and persistent trust issues. From these findings, the work derives a structured set of requirements that any solution targeting this need in the Algerian context must satisfy: the availability of qualified local experts distributed across the national territory; a remote restitution mechanism based on a standardized inspection report; geographic coverage at the wilaya level without requiring the buyer to travel; institutional trust mechanisms replacing the personal-network trust on which informal practices currently rely; and integration with local payment practices and digital-usage realities.
